ACT Inc. today announced its new chief executive officer beginning this fall will be Marten Roorda.

Roorda is chief executive officer of Cito, an international, not-for-profit test publishing company based in the Netherlands.

He will succeed Jon Whitmore, who has led the Iowa City, Iowa-based organization for five years. Whitmore’s retirement was announced last summer and will be effective at the end of August.

Roorda has been with Cito for 12 years, leading the 600-employee company in advancing learning analytics and adaptive testing, according to an ACT press release. He is the founder the Association of Test Publishers Europe and ATP Asia.

Under Whitmore’s leadership, ACT has expanded its marketshare, surpassing the College Board’s SAT as the most popular college-entrance exam.
