Based at the University of North Carolina at Chapel Hill, the center will offer strategic planning and evaluation services to states.

The bill passed on a party-line vote, but House Republican leaders have balked at the cost of the expansion, which would be more than $30 billion over the first five years.

The National Institute for Early Education Research, which advocates on behalf of expanded high-quality preschool options, uses federal funds only for data collection, its president says.
