Though the DOE stressed that the number of students scoring at 600 or above went up 3.6 percent, Kolodner recognized that if the average is falling, there must be more low scoring students as well. As she wrote: At the same time, the number of students scoring below average also increased by 3.2%, reflecting a polarization in student results. This is neither here nor there in terms of policy - simply put, more students are taking the SAT in NYC than in the past - but I'm impressed with her smarts already.
