I found this article to be very informative.
While the groups supporting the petitioner ignore the research and data regarding what contributes to quality outcomes for ELLs, they go to court on a hunch that funding has no impact on quality education.

Are these groups interested in the students and how they will achieve English language fluency and literacy?
