Republican Brian Calley said that the plan already submitted to the U.S. Department of Education should be modified to reflect more accountability for the performance of students with disabilities.


States have adopted some of the restraint and seclusion guidelines recommended by the U.S. Department of Education, but that adoption has been uneven.
