Federal Judge Says Ferguson, Mo., District Elections Violate Voting Rights Act

A federal judge ruled Monday that the process to elect school board members in the Ferguson-Florissant, Mo., school district violates Section 2 of the 1965 Voting Rights Act. He barred the school district from holding elections.
