I’m interested in how a public body could transact government business of this sort without making it public. In most states, standards adoption is subject to typical rules and regulations requiring public notification of items on an upcoming meeting’s agenda, and what actions were taken. Was there no such notice in this state? Was it a case of a tree falling in the forest with no one there to hear: no interest groups, watchdog organizations, or reporters there to write about it?
More importantly, why is any state adopting academic standards without being willing to go public about it?
