Secretary Duncan Names Members to NAEP Governing Board

U.S. Secretary of Education Arne Duncan today announced the reappointment of four members to the National Assessment Governing Board, plus first-time representative Lucille Davy, a former education commissioner in New Jersey.

In addition to Davy, the four individuals appointed to an additional term are:


  • Doris Hicks, the principal and CEO of a New Orleans charter school (and former outside blogger for edweek.org);
  • Tonya Miles, a general public/parent representative;
  • W. James Popham, an expert on testing and measurement and a professor emeritus at UCLA’s graduate school of education; and
  • Leticia Van de Putte, a Democratic state legislator from Texas.

The new four-year terms for these members officially begin on Oct. 1. The appointees will help set policy for the high-profile National Assessment of Educational Progress, dubbed “the nation’s report card.”

“These experienced and dedicated individuals play an important role in the field of education, and I am grateful for their service,” Duncan said in a statement today. The 26-member board includes governors, state legislators, local and state school officials, educators, researchers, and others.

The new member, Davy, served as New Jersey’s commissioner of education from 2005 to 2010. She was first named acting commissioner in 2005 by Democratic Gov. Richard Codey. A year later, she was named commissioner by Democratic Gov. Jon Corzine. Since stepping down, she’s run an education consulting firm in New Jersey and also served as a senior adviser to the James B. Hunt Institute for Educational Leadership and Policy.
