Former Smarter Balanced Chief Joins Board of ‘Nation’s Report Card’

Joe Willhoft, who led the Smarter Balanced Assessment Consortium, has joined the panel that sets policy and content for the National Assessment of Educational Progress, often known as the “nation’s report card.”

Willhoft is one of four educators whose appointments to the National Assessment Governing Board were announced Tuesday. The appointments were made by U.S. Secretary of Education Arne Duncan, who announced last Friday that he will be stepping down from his post in December.

Willhoft was the assessment director for Washington state before he became the executive director of the group that would become the Smarter Balanced Assessment Consortium in 2009. He retired last December.

The other new appointees are:

  • Alberto Carvalho, superintendent of Miami-Dade school district
  • Carol Jago, the associate director for the California Reading and Literature Project at the University of California, Los Angeles
  • Linda Rosen, chief executive officer of Change the Equation, which advocates strong science, math and technology preparation for K-12 students

Additionally, three people who were appointed to the NAGB in 2011 were appointed to new four-year terms:

  • Dale Nowlin, a high school math teacher from Columbus, Indiana
  • B. Fielding Rolston, an engineer and chairman of the Tennessee state board of education
  • Cary Sneider, an associate professor who focuses on research methodology at Portland State University in Oregon.

The new members’ terms began on Oct. 1. More details about them can be found on the NAGB website. The rest of the 26-member board, which includes governors, teachers, state lawmakers, and members of the general public, are listed on the NAGB site as well.
