Several state leaders have made expanding preschool programs one of their budget-year priorities.

The U.S. Department of Health and Human Services has said that 122 programs in 35 states, the District of Columbia and Puerto Rico must show that they are delivering high-quality programs.

Two Washington-based think tanks take opposite sides on the issue, one arguing for more federal involvement, and the other for less.

The program, for four-year-olds, is poised to become the state's largest publicly-funded effort at early childhood education.
